DPP4: The CapEx Straitjacket
The Commerce Commission's Default Price-Quality Path 4 (DPP4) has placed strict limits on capital expenditure for all 29 New Zealand EDBs from 2025. Networks can no longer simply upgrade physical infrastructure to solve congestion problems — the regulatory allowances won't permit it.
